BPJS Kesehatan Bandarlampung Branch is accelerating Universal Health Coverage (UHC) participation to meet the 99 percent national target outlined in the 2025–2029 National Medium-Term Development Plan (RPJMN). As of May 2026, the working area—covering the city of Bandarlampung, South Lampung, Pesawaran, Pringsewu, and Tanggamus—has reached only 96.52 percent.
Head of the BPJS Kesehatan Bandarlampung Branch, Herman Indratmo, stated that to reach the minimum coverage of 98 percent, an additional 56,414 enrolled individuals are still needed. Beyond sheer numbers, the agency's primary focus is raising the active participant rate, which currently stands at 74.76 percent, toward a minimum target of 80 percent.
Data highlights regional disparities. South Lampung recorded positive performance with a coverage rate of 99.91 percent, making it the only area to surpass the active participant target at 81.18 percent. Meanwhile, the city of Bandarlampung stands at 98.32 percent for coverage, but is still striving to boost active participant levels, which currently sit at 77.83 percent.
Herman revealed that the main challenge in expanding and maintaining active participation lies in the limited fiscal capacity of regional governments. Mass deactivations of Contribution Assistance Recipients (PBI) present a real hurdle, particularly in Pringsewu and Tanggamus regencies. The impact of cuts to Regional Transfer Funds (TKD) in 2026 has further strained the sustainability of local JKN premium financing.
Despite these budget constraints, BPJS Kesehatan remains committed to coordinating with relevant local governments. This step is crucial to ensure that the public is not merely registered, but holds active coverage so that access to healthcare services is maintained whenever needed.
