The 2025 Business Performance Index (BPI) analysis provides crucial notes for local businesses. Although the private sector development dimension is considered solid, the innovation aspect ranks the lowest. The Vietnam Chamber of Commerce and Industry (VCCI) assesses that this condition reflects the fact that private companies' internal systems still lack technological breakthroughs and operational model updates.

This limitation is exacerbated by the scale of businesses, the majority of which are still small-scale, resulting in limited capital for research and development (R&D). Most business actors are still stuck using basic technologies such as websites or simple e-commerce platforms, and have not dared to adopt advanced technologies such as artificial intelligence (AI), which are crucial for modern efficiency.

Deputy Chairman of the Provincial Young Entrepreneurs Association, Pham Hoang Khanh Vu, emphasized that the challenges faced by entrepreneurs today are highly complex. In addition to capital access and management issues, lack of readiness for digital disruption could widen the competitiveness gap. According to him, small businesses that integrate technology are proven to achieve significant leaps in productivity compared to those that do not adapt.

As a solution, the Investment, Trade, and Tourism Promotion Center has proposed to the Provincial People's Committee to draft a more proactive financial support mechanism. This support is aimed at strengthening R&D departments, digitizing business processes, and adopting green transformation. The government's main focus is to guide the private sector to utilize national science and technology policies so that the province's BPI ranking can break into the national top tier by 2026.

This effort is reinforced by proactive steps from the Department of Science and Technology, which has now begun conducting surveys to map technology needs in strategic sectors. Through this mapping, the government hopes to provide targeted assistance regarding technology transfer and intellectual property protection, ensuring that local businesses have a strong foundation to compete in an increasingly competitive market.
