Special Committee (Pansus) 2 of the Paser Regency Regional House of Representatives (DPRD) is currently intensifying discussions on two strategic Draft Regional Regulations (Raperda). This legislative step is taken as a concrete effort by the regional government to organize licensing, strengthen supervision systems, and boost Local Revenue (PAD) from the entertainment services sector and the circulation of alcoholic beverages.
During a coordination meeting held in the Penyembolum Room of the Paser DPRD on Wednesday (7/8/2026), Special Committee 2 invited several technical regional apparatus organizations to map out challenges in the field. The meeting highlighted regulatory complexities that business actors have often misunderstood regarding the scope of their operational permits.
Head of Paser Investment and One-Stop Integrated Services Office (DPMPTSP), Toto Ifrianto, revealed that dozens of entertainment business places are currently recorded, ranging from karaoke lounges to bars. He stressed the need for strictness in granting permits so that business owners do not commit violations, such as providing hard liquor outside the scope of their granted operational permits. A total of 33 karaoke permits and dozens of cafes are recorded across various sub-districts in Paser Regency.
On the other hand, the Regional Revenue Agency (Bapenda) noted challenges in tax optimization. Although the revenue target from the entertainment sector in 2026 was set at IDR 30 million, field realization showed significant growth of up to 300 percent. Nevertheless, taxpayer education is still considered necessary to improve compliance alongside regulatory enforcement.
Member of Special Committee 2, Zulfikar Yuliskatin, emphasized that the drafting of this Raperda is being carried out carefully so that it can serve as a permanent, long-term legal instrument. According to him, the resulting regulation must be able to bridge the region's economic interests with aspects of public order and minimize potential social conflict in the community.
Special Committee 2 is committed to continuing to thoroughly review the draft regulation article by article together with the executive branch. The hope is that this new rule will create a healthy investment climate while providing firm legal certainty in controlling entertainment venues and alcoholic beverages in Bumi Daya Taka.
