Ministry of Health Instructs Hospitals to Tighten Security Protocols for Medical Personnel

The Ministry of Health emphasized the importance of SOPs for protecting medical personnel to prevent violence in hospitals. Healthcare workers have the right to suspend services if they feel threatened, except in emergency situations.

The Ministry of Health (Kemenkes) has firmly instructed all hospital management to immediately strengthen Standard Operating Procedures (SOPs) for the protection of healthcare workers. This step was taken as a crucial response to the widespread incidents of intimidation and violence against medical staff while performing their duties in healthcare facility environments.

The Director General of Advanced Health Services at the Ministry of Health, Azhar Jaya, emphasized that every hospital is required to provide an adequate security system, including the placement of standby security personnel, especially in the Emergency Department (ED). This aims to create a conducive working environment while ensuring the safety of medical personnel from potential verbal or physical threats.

Based on Law Number 17 of 2023 concerning Health, medical personnel have the legal right to stop providing services if the situation on the ground is deemed unsafe or if they receive threats. The exception to this right only applies to patients in emergency conditions who require immediate assistance to save their lives.

Furthermore, the Ministry of Health emphasized that any form of violence against healthcare workers in the workplace is a legal violation that can be criminally prosecuted. Perpetrators of violence not only face charges under the Health Law, but can also be prosecuted under Article 351 of the Criminal Code (KUHP) concerning assault, depending on the severity of the action taken.

To minimize potential conflict, the Ministry of Health urges the public not to take matters into their own hands if they are dissatisfied with medical services. The public is welcome to use the official complaint channels through Hotline 1500-567 or WhatsApp service at 0811-500-567, which operates 24 hours a day.

On the other hand, local governments and health offices are requested to professionally supervise health facilities. Azhar emphasized that every administrative step must be carried out in accordance with regulations without disrupting the continuity of public services that are highly needed by the wider community.
