The Ministry of Construction has officially reaffirmed its commitment to boosting the application of science, innovation, and digital transformation as the driving force for the future growth of the construction sector. This strategic step was taken in response to government directives to improve the efficiency of state management through the use of cutting-edge technology.
Minister of Construction, Tran Hong Minh, stated that during the first six months of 2026, the ministry focused on operational effectiveness by emphasizing six key principles: speed, accuracy, relevance, precision, efficiency, and safety. Tangible work results have now become the primary benchmark for evaluating organizational success in completing crucial development tasks.
In an effort to unblock regulatory bottlenecks, the ministry is now prioritizing institutional reform to facilitate the flow of investment. The main focus includes the development of smart cities, intelligent transportation systems (ITS), and the application of artificial intelligence (AI) in building information modeling (BIM). This step is considered key to stimulating productivity, which has so far been hampered by complex administrative procedures.
Furthermore, the Department of Planning and Finance urged all project owners to take full responsibility for the realization of budget disbursement. A strict policy is implemented to avoid funding delays and slow capital allocation, with the main target of achieving 100 percent realization of the allocated capital without ignoring project quality aspects.
Closing the evaluation agenda, Minister Tran Hong Minh invited all ranks of officials to instill a culture of daring to innovate and taking responsibility. The implementation of various strategic resolutions, including the development of the state-owned economy and legal reform, is a priority agenda for the ministry in order to create a solid development foundation for the 2026-2031 period.
