The Pekanbaru City Government (Pemko) is taking serious steps to re-evaluate Regional Regulation (Perda) No. 3 of 2002 on Public Entertainment. This move follows a high number of operating hour violations by several nightlife business operators in the area.
Head of Pekanbaru City Public Order Agency (Satpol PP), Desheriyanto, admitted that the provisions in the regional regulation are no longer realistic with current business patterns. Under the old rule, entertainment venues were only allowed to operate until 10:00 PM WIB. In reality, most nightlife businesses only begin their peak activity at that hour.
Desheriyanto explained that the regulatory revision aims to create more applicable rules without disregarding public order aspects. The government is also considering the entertainment sector's contribution to Regional Original Revenue (PAD) and its role in local employment in Pekanbaru.
As part of monitoring efforts, a joint team consisting of Satpol PP, the Regional House of Representatives (DPRD), and military/police personnel (TNI/Polri) conducted unannounced inspections (sidak) at several venues, such as Gen Z Club, Empire 80 Lounge and KTV, and HW Live House. Chairman of Commission I of the Pekanbaru City DPRD, Robin Eduar, stressed that these inspections serve as a strong warning to managers not only to comply with operating hours but also to maintain an environment free from narcotics trafficking.
The Pekanbaru City Government assured that field supervision will be stepped up while the revision process is underway. Nightlife venue managers are urged to maintain city conduciveness and not abuse their business permits, ensuring the comfort and peace of the local community.
