The Surabaya City Government has acted quickly to provide comprehensive protection to a teenager who became a victim of sexual abuse by her own biological father. Mayor of Surabaya, Eri Cahyadi, strongly condemned the inhumane act and asserted that the state must step in to restore the victim's future.
Eri Cahyadi demanded that law enforcement agencies impose the heaviest possible sanctions on the perpetrator. According to him, the act represents a betrayal of parental responsibility as the child's primary protector. All costs and access to assistance, both medical and legal, are now under the management of the Surabaya City Government through the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning (DP3A-PPKB).
The Head of DP3A-PPKB Surabaya, Ida Widayati, explained that the victim is currently under intensive supervision, particularly regarding her pregnancy and mental health. Although she is not placed in a government-owned shelter to preserve her psychological comfort, the Surabaya City Government continues to coordinate closely with the foundation where the victim is sheltering. Psychological assistance through professional counselors and a spiritual approach continues to be provided regularly.
In terms of education, the department ensures that the victim's right to study is not interrupted. Given her current condition, a distance learning system is facilitated so that the victim can still access education during her physical and mental recovery process. In addition, the family also receives special guidance to ensure that the victim's support environment remains conducive.
As a preventive measure for the future, the Surabaya City Government is strengthening child protection at the grassroots level through the Women and Children Protection Task Force (Satgas PPA). The optimization of the Family Learning Center (Puspaga) at the neighborhood (RW) level is being enhanced for early detection of domestic violence, alongside strengthening synergy with various community elements and NGOs to create a safe space for children in Surabaya.
