The people of Jatiagung Hamlet, Gumukmas Village, Jember Regency utilized the recess period of Regional Council (DPRD) members to complain about the chaotic free healthcare services under the Universal Health Coverage (UHC) program. This aspiration came to light when Sunarsi Khoris, a legislator from the National Awakening Party (PKB) faction, held a public consultation during the Trial Period II of 2026 on Tuesday (14/7/2026).
During the face-to-face meeting, residents complained about various administrative barriers when trying to access free healthcare services. The most common obstacles encountered in the field included the sudden inactivity of UHC membership status when residents needed medical treatment, slow bureaucracy, and a lack of socialization regarding the program's usage mechanism.
Responding to these complaints, Sunarsi Khoris emphasized that UHC is a highly crucial strategic program to guarantee the healthcare rights of the poor. Nevertheless, she highlighted that the fundamental weakness lies not in the program's concept, but in the execution, service quality, and weak inter-institutional synergy.
To minimize similar obstacles, this female member of Commission D of the Jember DPRD proposed several tactical solutions. The Jember Regency Government was urged to accelerate the integration of membership data and strengthen operational coordination between the Health Office, BPJS Kesehatan, referral hospitals, down to the community health center (puskesmas) level.
As a working partner in the health sector, Commission D of the Jember DPRD is committed to continuing to closely monitor the program's implementation. Sunarsi requested the executive ranks to conduct thorough periodic audits and evaluations so that the community is no longer burdened by administrative matters while fighting illness.
