The Kediri Regency Government is taking strategic steps to improve the governance of the entertainment and recreation sector in its region. This step is being realized through the drafting of a Regional Regulation Draft (Raperda), initiated with a Focus Group Discussion (FGD) involving cross-sectoral stakeholders, ranging from regional agencies, academics, to community leaders.
This initiative, proposed by the Gerindra Faction of the Kediri Regency DPRD, comes as a response to the dynamic growth of entertainment businesses that have begun spreading into rural areas. So far, this sector is considered to lack supervision, with many business actors not yet possessing specific permits appropriate for their business classification.
The Head of the Gerindra Faction of the Kediri Regency DPRD, Reva Septia Astriana, emphasized that this regulation is crucial to ensure that every business activity has clear legality while optimizing potential Regional Original Revenue (PAD). Her side aims to complete the academic paper as the legal foundation by next August.
Echoing this sentiment, the drafting team member from Kadiri University, Aufa Fajrul Hikmah, highlighted the urgency of updating regulations because the current licensing system is already integrated through Online Single Submission (OSS). Old regulations, which are still in the form of Regent Regulations, are deemed no longer relevant and fail to accommodate the increasingly diverse modern entertainment businesses in Kediri Regency.
The Tourism and Culture Office of Kediri Regency fully appreciated this initiative. The Head of the Office, Mustika Prayitno Adi, stated that the presence of this Regional Regulation is expected to create a healthy investment climate and ensure legal certainty, without harming the cultural norms and social order held high by the local community.
