The Social Security Administering Body for Health (BPJS Kesehatan) is still awaiting the issuance of a Presidential Regulation (Perpres) that will serve as the legal umbrella for the contribution arrears write-off or amnesty program for National Health Insurance (JKN) participants. President Director of BPJS Kesehatan, Prihati Pujowaskito, confirmed that his team is preparing to execute the policy as soon as the formal regulation is signed by the President.
Data as of June 2026 shows that around 54 million participants have an inactive membership status due to unpaid contributions. Pujo explained that this inactive group consists of two categories: those who actually have the economic means but are reluctant to pay, and those who are financially unable to settle their obligations.
BPJS Kesehatan remains optimistic that this amnesty policy will have a positive impact on the sustainability of the JKN program, particularly in boosting participant activity rates and improving the institution's balance sheet. While waiting for the technical regulation to be ratified, BPJS Kesehatan continues to encourage participants to settle arrears through installment facilities available in the official application to make the burden lighter.
The government itself has sent a strong signal of support for this program. Finance Minister Purbaya Yudhi Sadewa revealed that a budget of IDR 20 trillion to fund the arrears amnesty for Class 3 participants has been allocated and is ready to be disbursed. With this financial support available, the program's implementation now depends entirely on the finalization of the Perpres, which will serve as the operational foundation on the ground.
