The Supervisory Board (Dewas) of BPJS Kesehatan conducted a strategic work visit to dr. Rasidin Regional Hospital (RSUD dr. Rasidin), Padang City, on Saturday (4/7/2026). This visit aimed to evaluate the effectiveness of health services for National Health Insurance (JKN) participants, with a primary focus on optimizing the Referral Back Program (PRB).
Led by BPJS Kesehatan Supervisory Board member Paulus Agung Pambudhi, the visit served as a crucial momentum for the hospital to analyze on-the-ground challenges. The Director of RSUD dr. Rasidin, dr. Lismawati, welcomed the dialogue as an opportunity to convey operational constraints frequently faced by medical staff in both outpatient installations and emergency units.
During the discussion, it was revealed that the Referral Back Program—which redirects stable patients back to primary healthcare facilities such as community health centers (puskesmas)—faces clinical complexity challenges. Paulus Agung Pambudhi highlighted that many patients with comorbidities require specialized management, preventing the transition of care to primary facilities from always running smoothly.
Beyond clinical factors, another crucial issue discussed was the stability of medicine availability. The BPJS Kesehatan Supervisory Board acknowledged that medicine stockouts at healthcare facility levels could erode public trust in the JKN system. As a follow-up, BPJS Kesehatan is currently formulating a new drug governance policy targeted for completion by August 2026.
Paulus emphasized that the success of PRB depends heavily on enhancing human resource capacity and supporting facilities at puskesmas. Through stronger synergy between hospitals and primary facilities, the supervisory board is optimistic that the quality of health services for JKN participants in Padang City will continue to improve in the future.
