The Ministry of Science and Technology is currently designing a financial support mechanism to accelerate technological transformation among businesses. In a workshop held on July 10, Minister of Science and Technology Vu Hai Quan emphasized that the state is committed to acting as a facilitator by enabling access to funding for innovation-focused companies, without taking over the role of banks or corporate investment responsibilities.
The proposed scheme involves providing a 50% subsidy on commercial loan interest rates, with a maximum support cap of 6% per year. This assistance targets companies investing in machinery procurement, production lines, technology transfer, and hiring expert consultant services. This support is planned to last for up to five years, provided the remaining loan term is at least one year.
As an initial step, the government will run a pilot program involving 20 selected companies. This trial aims to measure the effectiveness of the coordination mechanism, risk management, and the practical impact of the policy until September 2026. Participating companies must meet strict criteria, such as a minimum credit rating of A-, a loan duration of 3–5 years, and a projected minimum added value of 7%.
To maintain accountability, the subsidy distribution process will be strictly monitored through special accounts managed by the National Technology Innovation Fund (NATIF) and associated banks. This system is designed to ensure that funds flow exclusively to productive projects. The government will not hesitate to suspend support for companies that default on debt payments or are proven to have committed administrative violations, such as document falsification to secure the facility.
This strategic move is expected to create a solid collaborative ecosystem among the government, financial institutions, and the private sector. Through this policy, the government is optimistic about building a strong financial foundation for companies to achieve technological independence and make a major leap in business competitiveness both nationally and globally.
