PT PLN (Persero) Main Distribution Unit (UID) Aceh has officially invited business actors, investors, and property managers in the Land of Rencong (Aceh) to collaborate in the construction of Public Electric Vehicle Charging Stations (SPKLU). This strategic step was taken to accelerate the clean energy transition and expand the Battery-Based Electric Vehicle (KBLBB) ecosystem in the Aceh region.
This commercial cooperation is deemed increasingly promising following the issuance of the Minister of Energy and Mineral Resources Decision Number 182.K of 2023, which regulates charging infrastructure partnership regulations in a more accommodative manner. PLN projects the placement of these new SPKLUs at various strategic locations, ranging from office areas, shopping centers, and apartments, to rest areas along provincial highways.
General Manager of PLN UID Aceh, Eddi Saputra, explained that the provision of this environmentally friendly infrastructure requires cross-sector collaboration to achieve more massive and widespread results. His team wants to ensure that the people of Aceh gain easy and affordable access to adopting an eco-friendly driving lifestyle. Eddi invited local entrepreneurs to take on the role of pioneers in green transportation in the Veranda of Mecca (Serambi Mekkah).
To accommodate diverse capital capacities, PLN offers four flexible partnership schemes. The first scheme places the partner as a land provider, with the charging equipment provided by PLN. The second scheme allows the partner to independently provide both the land and the charging machine. The third scheme is a multi-transaction collaboration where one party provides the land and the other provides the machine. Finally, the fourth scheme is intended for partners holding an independent Electricity Supply Business License for Public Interest (IUPTLU) integrated with the PLN system.
Despite the open opportunity, PLN applies strict standardization to ensure operational safety. Prospective land-providing partners must possess legal status and a representative parking area free from disputes. Meanwhile, device providers are required to hold an IUJPTL (Electricity Support Services Business License) classification 43211, use SNI (Indonesian National Standard) or SPLN-certified machines that have passed metrological testing, and be compatible with the PLN Mobile application.
Senior Manager of Commerce at PLN UID Aceh, Miftachul Farqi Faris, emphasized that this business model is highly prospective with measurable Return on Investment (ROI) calculations. The partnership process is designed to be transparent through eight systematic stages, complete with cost estimations starting from compatibility tests, operation feasibility certification, provision of special lithium battery fire extinguishers, to new electricity connection fees according to the partner's needs.
