The Regional People's Representative Council (DPRD) of Kediri Regency has officially initiated the drafting of a Draft Regional Regulation (Raperda) regarding the management of entertainment and recreation businesses. This initial step was marked by a Focus Group Discussion (FGD) held at the Kediri Regency Tourism and Culture Office on Monday (6/7/2026).
The discussion, which involved academics, business operators, religious figures, and law enforcement officers, aimed to gather aspirations as the basis for drafting an academic paper. This initiative, proposed by the Gerindra Fraction, arose due to the lack of specific regulations governing the entertainment sector outside of Regional Regulation No. 2 of 2020 on the Tourism Development Master Plan.
The Chairperson of the Gerindra Fraction, Reva Septia Astriana, highlighted the phenomenon of entertainment businesses mushrooming in remote villages, often operating with only general business licenses. According to her, stricter licensing standardization will not only guarantee legal certainty but also has the potential to boost Regional Generated Revenue (PAD) through more professional management.
Echoing this sentiment, the academic draft compilation team from Kadiri University, Aufa Fajrul Hikmah, emphasized that this regulation will integrate the latest developments, including licensing through the OSS system and the regulation of new recreation types such as padel tennis and rafting. This adjustment is deemed crucial considering the rapid changes in tourism patterns in the region.
The local government, through the Department of Tourism and Culture, welcomed this move. With the operation of Dhoho Airport, the organization of the entertainment sector is projected to be a key element supporting regional tourism. The Chairman of Commission III of the DPRD, Totok Minto Leksono, added that technical aspects such as zoning, operating hours, and labor protection will be the main focus of discussions on this draft regulation to create sustainable public order.
