Deputy Minister Dang Ngoc Diep recently chaired a strategic coordination meeting with the Department of Science and Technology in Hanoi. The main focus is now directed toward practical effectiveness and tangible outputs capable of providing solutions to practical challenges in the field.
This management shift demands efficiency across all lines, particularly in prioritizing tasks that have a direct impact on the agricultural and environmental sectors. The Deputy Minister stressed that every research or project undertaken must not merely result in an administrative report archived away, but must yield technologies, models, or databases that can be applied to address economic and industrial challenges.
Regarding institutional reform, the ministry is urged to promptly finalize crucial regulations, including controlled testing mechanisms or sandboxes. This is considered vital to creating a flexible yet measurable innovation climate. In addition, major projects such as the development of the biotechnology industry and the establishment of the Science and Technology Development Fund are top priorities to ensure the availability of adequate and targeted research resources.
In evaluating tasks for 2027, the program selection process will be conducted under stricter and more objective standards. Every research proposal is required to clearly outline the targeted problem to be solved, the products generated, and the practical benefits. This step is taken to avoid resource duplication and to ensure every innovation holds competitive utility for both the market and governance.
As a supervisory measure, the ministry will strengthen coordination with relevant stakeholders to develop digital-based monitoring tools. This system is designed to guarantee transparency in task progress and clarify the responsibilities of executing units. Through a more disciplined, economic, and practical approach, it is hoped that the science and technology sector will become a key driving force in sustainable development and national productivity enhancement.
