The Ministry of Science and Technology (Kemenristek) has officially enacted Decision No. 3097/QD-BKHCN as a strategic step to strengthen the governance of the nuclear sector. This policy introduces 12 new administrative procedures specifically designed to ensure that every stage of operation, from construction to decommissioning of facilities, meets the highest safety standards.
Under the new rules, supervision is proportionally divided into two categories of facilities: nuclear power plants and research reactors. Each category is required to go through six procedural stages including site approval, construction permit, approval of the trial operation program, temporary operational permit, official operational permit, and decommissioning permit at the end of the facility's lifespan.
This systematic division of responsibility aims to eliminate potential risks at each stage of development. By breaking down the monitoring roadmap into more specific procedures, the government is committed to creating a comprehensive, transparent oversight ecosystem capable of anticipating future technical challenges.
The effectiveness of this regulation is supported by strong legal synchronization through integration with Government Decree No. 316/2025/ND-CP and two related ministerial circulars. This integration step is expected to provide legal certainty for industry players and investors, while affirming the country's capacity to monitor the utilization of atomic energy for peaceful, safe, and sustainable purposes.
