Commission V of the House of Representatives (DPR RI) launched sharp criticism regarding the implementation of the contactless toll transaction system or Multi Lane Free Flow (MLFF), which still uses technology from Hungary. In a working meeting with the Ministry of Public Works in Senayan, Jakarta, Wednesday (9/7/2026), Chairman of Commission V of the DPR RI, Lasarus, highlighted the cost efficiency of the technology, which is deemed to burden Toll Road Business Entities (BUJT).
Lasarus emphasized that the government should not force the use of technology that is deemed not to provide economic benefits for toll road operators. Referring to a report by the Indonesian Toll Road Association (ATI), he mentioned that there are other technology options that are more affordable yet remain competitive compared to the system currently promoted by PT Roatex Indonesia Toll System (RITS).
Responding to this, the Head of the Toll Road Regulatory Agency (BPJT) Ni Komang Rasminiati explained that the Cooperation Agreement (PKS) for this project has been running since March 2021. Currently, the government is preparing for a comprehensive trial based on the recommendation of the Finance and Development Supervisory Agency (BPKP) to verify the technical readiness of the system in the national toll road ecosystem.
Previously, Minister of Public Works Dody Hanggodo openly admitted that the MLFF technology developed so far has not reached perfection. Although designed to significantly cut transaction times, technical obstacles in the field remain the main challenge hindering the full implementation of the system in Indonesia.
