Concerns over the potential unilateral termination of technology access by the United States (US) are prompting European countries to accelerate steps toward achieving digital technological sovereignty. This issue, known as the kill switch mechanism, has triggered deep awareness on the European continent regarding the risks of high dependence on foreign technology providers. This dependence is deemed vulnerable to exploitation if geopolitical and diplomatic relations between the two regions deteriorate in the future.

Modern digital technology has now become the backbone of various vital sectors in Europe, ranging from government systems, banking services, hospital operations, energy resilience, to global communication infrastructure. Most of this critical infrastructure currently relies heavily on cloud computing (cloud computing), artificial intelligence (AI), enterprise software, and semiconductor chip supplies dominated by tech giants from the United States.

The kill switch concept that Europe is wary of is not a single physical button that can instantly shut down the entire digital ecosystem. The more real threat is the ability of the US government or corporations to unilaterally terminate service access through legal and technical instruments. This includes the application of export regulations, cancellation of software licenses, suspension of cloud accounts, termination of security updates, to the blocking of server-based services in US territory.
