The Pekanbaru City DPRD (Regional House of Representatives) has given a strong signal to evaluate and revise Pekanbaru City Regional Regulation (Perda) Number 3 of 2002, which regulates Public Entertainment. This step is being taken following numerous findings of nightlife entertainment venues operating beyond the operating hours stipulated in the old regulation.
The Chairman of Commission I of the Pekanbaru City DPRD, Robin Eduar, stated that his party is still waiting for concrete steps from the Pekanbaru City Government, specifically through the Culture and Tourism Department (Disbudpar), to propose revisions. Until now, the legislature has confirmed that no official draft proposal has reached the council's desk regarding the regulatory update.
Robin highlighted that the regulation, which is now more than two decades old, is no longer aligned with modern developments and real-world conditions on the ground. He compared Pekanbaru's operational policy, which currently limits entertainment venues to 10:00 PM WIB, with many other regions that have implemented more flexible policies, allowing operation until 1:00 AM.
In the process, Commission I urged the relevant regional government agencies (OPD) to promptly conduct a comprehensive study. The results of this study will later serve as a basis for determining whether the old regulation is still viable or if it is urgent to amend it in order to align local policies with public needs and the city's current economic development.
