Chasing 98 Percent UHC Target, Padang Pariaman Regency Allocates Additional Rp5 Billion Budget

The Padang Pariaman Regency Government has added Rp5 billion to the JKN subsidy budget to boost Universal Health Coverage (UHC) to the target of 98 percent by 2026.

The Padang Pariaman Regency Government has taken a progressive step by adding Rp5 billion to the National Health Insurance (JKN) subsidy allocation from the 2026 Regional Budget (APBD). This policy was adopted to accelerate the achievement of Universal Health Coverage (UHC), which is targeted to reach 98 percent.

This strategic step was discussed in depth during the UHC Coordination Meeting with BPJS Kesehatan Padang Branch in the Padang Pariaman Regional Secretary Meeting Room. The meeting, which took place on Monday (27/7/2026), was led directly by the Regent of Padang Pariaman, John Kenedy Azis, and attended by heads of relevant agencies and the Head of BPJS Kesehatan Padang Branch, Meri Lestari.

Based on the latest data from BPJS Kesehatan, the UHC membership coverage in the Padang Pariaman area currently stands at only 85.39 percent, with a participant activity rate of 62.68 percent. It is recorded that there are still around 171,861 local residents who have not registered or whose membership status is currently inactive.

The Head of BPJS Kesehatan Padang Branch, Meri Lestari, explained that one of the main obstacles faced is the high amount of contribution arrears from the Independent Non-Wage Earner (PBPU) segment, reaching Rp43.93 billion. In addition, there was also a significant deactivation of Contribution Assistance Recipients (PBI) membership, namely 18,182 people in 2025, which jumped to 29,109 people by May 2026.

Responding to these challenges, Regent John Kenedy Azis decided to increase the total UHC subsidy budget from the initial Rp16 billion to Rp21 billion in the 2026 fiscal year. This additional funding is expected to cover the reactivation of membership for underprivileged residents in a targeted manner.

The Regent also instructed the Health Office, Social Affairs P3A Office, and nagari (village) administrations to collaborate in conducting data validation and massive socialization to the public. He targets tangible progress that can be evaluated together within the next month to ensure equal access to healthcare for all residents.
