The Youth, Sports, and Tourism Agency (Disporapar) of Paser Regency is working to strengthen governance in the entertainment sector through a Draft Regional Regulation (Raperda) on the Arrangement and Control of Entertainment and Recreation Venues. This initiative is designed as a vital instrument to ensure that the supervision of tourism businesses runs more accurately and measurably.
Head of the Tourism Division at Disporapar Paser, Khairuddin, emphasized that the licensing system, which has so far relied solely on the Online Single Submission (OSS), is considered inadequate for mapping real conditions on the ground. He urged that every issuance of a tourism business permit must go through a technical recommendation phase from the relevant agency, referring to the Regulation of the Minister of Tourism No. 6 of 2025 regarding risk-based supervision.
Coordination issues with the Investment and One-Stop Integrated Services Agency (DPMPTSP) often present obstacles, where several tourism business operators act without the knowledge of Disporapar. With the technical recommendation requirement, the local government will have full authority to conduct site verification, risk classification, and standard requirement compliance before operations begin.
Furthermore, Khairuddin explained that each type of entertainment business has a different risk classification that determines its licensing authority. While low- and medium-risk businesses fall under regency authority, the high-risk category remains under the control of the central government. Currently, Disporapar records three businesses in Paser falling into the medium-high risk category.
Through the implementation of this draft regulation, Disporapar hopes to promptly formulate stricter Standard Operating Procedures (SOPs). This step is expected to provide legal certainty for business operators while ensuring community comfort, allowing the tourism sector in Paser to grow with more professional and orderly governance.
