The Government of the Republic of Indonesia officially enacted Law Number 4 of 2026 concerning Amendments to the Law on Development and Strengthening of the Financial Sector (UUP2SK) on July 6, 2026. This crucial step was taken under the leadership of President Prabowo Subianto as a strategic effort to secure the rapidly growing national crypto ecosystem, while minimizing dependence and the dominance of foreign platforms in the domestic market.
This new regulation comes as a response to unique challenges in Indonesia's digital economy, which by 2025 has contributed 8.2 percent to the national GDP. The enactment of UUP2SK is designed to create a robust legal framework, covering consumer protection, anti-money laundering and countering the financing of terrorism (AML/CFT), as well as integrated supervision conducted by the Financial Services Authority (OJK) and Bank Indonesia.
The government has mapped out five main pillars in the implementation of this policy. First, strengthening transparency through accessible technical guidelines for all industry players. Second, maximum protection for retail investors through enhanced risk disclosure and financial literacy. Third, tightening Know-Your-Customer (KYC) procedures and transaction monitoring to prevent illegal activities.
The other two strategic pillars include the establishment of a regulatory sandbox to provide a controlled space for innovation for local startups, and the implementation of systemic monitoring based on artificial intelligence (AI) and big data. Through this technology, authorities can perform early detection of potential systemic crisis risks and market manipulation in real-time.
Although this regulation is viewed as a foundation for inclusive digital economic growth, significant challenges remain, particularly regarding the increased cost of compliance for crypto platforms. Therefore, close collaboration between the public and private sectors is key. It is hoped that with the legal certainty created, the Indonesian crypto market can transform from merely speculative into a measured, sustainable, and digitally sovereign investment ecosystem.
