The Regional House of Representatives (DPRD) of Tegal City has highlighted the licensing policy for the operation of nightlife venues, which it deems in need of tightening. During a plenary meeting on Monday (6/7/2026), two factions, namely the Golkar Party and the Prosperous Justice Party (PKS), made specific notes regarding the presence of Helen's Night Mart, which operates in a densely populated area.
Spokesperson for the Golkar Party Faction, Enny Yuningsih, emphasized that the Tegal City Government must prioritize thoroughness before issuing business permits. According to her, although the entertainment sector has the potential to boost Regional Original Income (PAD), it must not sideline the comfort of the surrounding environment, especially since the business location is close to educational areas and Islamic boarding schools (pondok pesantren).
A similar view was expressed by the PKS Faction through its spokesperson, Erni Ratnani. PKS urged the local government to re-evaluate investment orientation so that it does not only pursue growth figures, but also considers local wisdom values and social norms prevailing in the community.
Furthermore, the PKS Faction emphasized the importance of compliance with strict zoning regulations. The government was asked to conduct a transparent and comprehensive social impact assessment before greenlighting future nightlife business operations to prevent social friction in the future.
The stance of these two factions was delivered during the official forum of the Tegal City DPRD Plenary Meeting, with the agenda of general views on the Draft Regional Regulation (Raperda) on the Accountability Report of the 2025 Fiscal Year APBD Implementation.
