The International Olympic Committee (IOC) has officially lifted the provisional suspension of the Russian Olympic Committee (ROC). This decision was made after the IOC conducted a thorough review and confirmed that the ROC no longer includes regional sports organizations from occupied Ukrainian territories within its membership structure.
This strategic move marks a significant shift in global sports policy, particularly ahead of the qualification phase for the Los Angeles 2028 Olympic Games (LA28) and the Dolomiti Valtellina 2028 Winter Youth Olympic Games. Previously, the ROC was sanctioned on October 12, 2023, after being found to have violated the territorial integrity of sports organizations under the jurisdiction of the National Olympic Committee of Ukraine.
With this lifting of sanctions, the recommendations restricting athlete participation issued by the IOC on February 28, 2022, and March 28, 2023, are now officially void. Nevertheless, the IOC emphasized that each international federation now holds full authority to determine the rules for Russian athlete participation according to their respective sport's internal regulations.
Although the door to participation is open once again, the IOC remains committed to closely monitoring the situation on the ground. Russian athletes returning to international competition are also still required to comply with strict global anti-doping standards, with all testing processes directly supervised by the International Testing Agency (ITA).
