The Ministry of Construction recently held a strategic workshop to gather feedback on the draft amendment to the Housing Law. This step was taken as an urgent response to government instructions to update property sector regulations, with the completion target to be submitted to the National Assembly during the extraordinary session in August 2026.
Deputy Minister of Construction, Nguyen Van Sinh, emphasized that this revision is based on the government's five main orientations designed to address real challenges on the ground. The main focus is to decentralize authority, simplify administrative procedures, and create a more transparent legal environment to reduce compliance costs for investors and developers.
One of the crucial points in the draft revision is the reorganization of housing categories into four main groups: commercial housing, rental housing, public housing, and policy housing. The government particularly emphasized the urgency of developing rental housing to meet public needs, especially for workers in industrial zones.
Stakeholders, including business players and real estate associations, welcomed the government's efforts. However, they also raised important notes regarding the need for clear definitions and operational mechanisms, especially concerning price standards for affordable commercial housing. The Vietnam Real Estate Association (VNREA) emphasized that the boundaries between housing categories must be clarified to avoid regulatory overlap in the future.
Local Departments of Construction also proposed an integrated approach and specific incentives to increase the supply of rental housing. The Ministry of Construction expressed its commitment to integrating these constructive inputs into the final draft, ensuring that the new legal framework will run effectively and in harmony with other related regulations such as the Investment Law and the Construction Law.
