The Ministry of Communication and Digital Affairs (Komdigi) highlighted that some cellular operators have not yet fully complied with the biometric-based SIM card registration rules. Based on field findings, two telecommunications service providers were found to still be using the old registration method, which relies solely on the National Identification Number (NIK) and Family Card Number (NoKK).
Dany Suwardany, Director of Digital Ecosystem Control, stated that the ministry has issued official reprimands to the operators involved. In response to these findings, the companies concerned have provided clarifications and validated the subscriber registration process on their networks.
The government has set a deadline of July 19, 2026, for all operators to achieve 100 percent implementation of biometric registration. This provision refers to Komdigi Ministerial Regulation No. 7 of 2026, which mandates a transition of the registration system six months after the regulation was officially enacted on January 19, 2026.
Dany emphasized that the ministry will not tolerate violations after the transition period ends. Tiered administrative sanctions have been prepared for non-compliant operators, consisting of three warning stages with a duration of seven days each. If the requirements are still not met by the final deadline, the most severe sanction—the suspension of business operations—will be imposed as a firm measure by the government.
