The global competition map is undergoing a paradigm shift, no longer relying solely on conventional military power or fossil fuel reserves. Control over the critical mineral supply chain, particularly rare earth elements (REE), has now become the primary determinant of the sovereignty of the modern world's tech industry. Indonesia, which possesses abundant potential reserves of this strategic commodity, has a great opportunity to secure its global bargaining position through an integrated downstreaming policy.

With estimated reserves reaching 350,000 tons in the form of rare earth oxides, Indonesia holds the vital capital to become a key player. Nevertheless, real challenges still lie ahead because the greatest economic added value lies in the purification and final product manufacturing phases. Therefore, the transformation from an exporter of raw materials to a high-tech manufacturer is no longer just an option, but an urgent necessity to boost national economic competitiveness.

Presidential Chief of Staff, Dudung Abdurachman, emphasized that the development of rare earth elements must be viewed as the foundation of a complete national industrial ecosystem. According to him, mastering this sector directly impacts the strengthening of economic resilience as well as the nation's defense robustness. Dudung highlighted the importance of improving processing technology capabilities, human resource readiness, and strengthening regulations to prevent economic value leaks from raw commodity exports.

The urgency of downstreaming these critical minerals is growing stronger with the acceleration of global artificial intelligence (AI) and semiconductor technologies. Deputy Minister of Communication and Digital, Nezar Patria, explained that national digital technology independence must be supported by the availability of local computing infrastructure made from strategic mineral raw materials. By optimizing the utilization of domestic minerals, Indonesia can accelerate the birth of local technological innovations while reducing dependence on foreign supply chains.

In addition to targeting the digital sector, mastering rare earth elements plays a crucial role in military sovereignty. Advanced defense system components, ranging from high-precision radar, military communication equipment, to missile guidance systems, require these materials as primary raw materials. Independence in processing critical minerals will automatically strengthen the domestic defense industry and minimize vulnerability to global geopolitical uncertainties.

Despite having great potential, this downstreaming effort still faces several real obstacles, including limitations in extraction technology and the need for large-scale investment. Addressing these challenges requires close collaboration between the government, academia, and the industrial sector to accelerate technology transfer. Going forward, consistency in guiding the downstreaming of critical minerals is expected to create an independent, competitive, and sustainable industrial ecosystem towards a developed Indonesia.
