Vietnam's Ministry of Science and Technology held a national conference in Hanoi to discuss strategic steps following the completion of the regulatory framework for the technology sector and digital transformation. The conference, themed "Institutions for Science, Technology, Innovation, and Digital Transformation - Removing Barriers and Creating Development," was attended in person by Deputy Prime Minister Ho Quoc Dung.
During the forum, Minister of Science and Technology Vu Hai Quan presented that the government had formulated hundreds of new legal documents to strengthen the legal foundation of science and technology. This step included drafting 10 laws, dozens of decrees, and ministerial decisions designed in a short time thanks to close collaboration between state agencies.
Although the institutional foundation is considered complete, the greater challenge now lies in the consistency of its application in the field. Minister Vu Hai Quan emphasized the importance of moving beyond mere policy formulation toward concrete action capable of yielding tangible products that benefit society.
Deputy Prime Minister Ho Quoc Dung emphasized that the success of this reform is not measured by the number of documents issued, but by the tangible contribution of the technology sector to the economy. Key indicators include the number of new technologies successfully mastered, the effectiveness of product commercialization, and the emergence of new innovative businesses.
To achieve these targets, the government is encouraging strong synergy among the four pillars of the innovation ecosystem: the state, academia, research institutions, and the private sector. The government is committed to increasing bureaucratic efficiency and accelerating the disbursement of research budgets, while business actors are expected to be more proactive in investing in the development of future technologies.
