The Vietnamese government has officially established a strategic step to build technological sovereignty in the information security sector. Through Decision No. 1226/QD-TTg signed by Deputy Prime Minister Phan Van Giang, the country launched an ambitious project titled "Promoting the Socialization of Research, Development, and Application of Civil Cryptography" for the 2026-2030 period with a long-term vision to 2035.

The main focus of this initiative is self-mastery of core cryptographic technologies, including algorithms, key management systems, and basic security components. The Vietnamese government is committed to minimizing reliance on imported products, aiming to achieve 20-30 percent domestic cryptographic technology usage in critical national information systems by 2030. Additionally, at least 50 to 70 local cryptographic products are targeted to enter the commercial market.

To support this innovation ecosystem, the government will foster collaboration between educational institutions, research centers, and the industrial sector. The project projects the establishment of 3 to 5 national key laboratories focusing on applied cryptography research as well as post-quantum cryptography (PQC). This infrastructure is expected to serve as a platform for developing security solutions compliant with international standards.

The human resources aspect is a crucial pillar in this roadmap. By 2035, Vietnam aims to train 5,000 highly qualified cryptography engineers and experts. One-fifth of this workforce is projected to hold globally recognized cybersecurity certifications, such as CISSP or CISM, to ensure competitive technical capacity on the international stage.

This comprehensive effort encompasses not only research development, but also legal framework structuring, incentives for local tech enterprises, and the integration of cybersecurity curricula in top technical universities. With this move, Vietnam aims to strengthen national cyber resilience while boosting the competitiveness of its cryptographic technology businesses in the global market.
