This policy is designed to provide maximum stimulation for business actors and academics to master core technologies crucial to the country's economic competitiveness.

One of the main highlights of this regulation is the provision of grant funding up to 100 percent for state-assigned technology development tasks. The funding will be funneled through the National Foundation for Science and Technology Development (NAFOSTED) as well as various science fund instruments at the ministerial and regional levels, also covering full support for human resource training costs.

In addition to direct financial support, the government is also implementing significant fiscal relief policies. Companies are now exempt from import taxes on machinery, equipment, and research-specific materials. Furthermore, for individuals involved in research, the government provides personal income tax exemptions on salaries and royalty incomes from the commercialization of research results.

Furthermore, innovators will gain priority access to national laboratory facilities and controlled testing mechanisms (sandboxes). The state will also cover intellectual property registration costs and provide loan interest subsidies up to 100 percent capped at certain interest rates to support the smooth execution of innovative projects.
