Special Committee II of the Paser Regency Regional Legislative Council (DPRD) is currently intensifying discussions on two Draft Regional Regulations (Raperda) deemed crucial for public order. The main focus of these regulations targets the management of the entertainment sector as well as control and supervision mechanisms for the distribution of alcoholic beverages in the region.
To ensure that the resulting regulations are practical and enforceable, Special Committee II has engaged various relevant Regional Device Organizations (OPD). This collaboration aims to align policy between the legislature as lawmakers and the executive as implementers in the field, ensuring that every article in the Draft Regional Regulations reflects the real needs of the Paser Regency community.
The Chairman of Special Committee II of the Paser DPRD, Burhanuddin, emphasized that this step was taken because the old regulation, namely Regional Regulation No. 19 of 2004, is considered no longer relevant to current social dynamics. The limits on alcohol content and the effectiveness of supervision established in the previous regulation are deemed to require significant updates to reduce negative impacts on society.
In addition to the issue of alcoholic beverages, the special committee also highlighted the urgent need to structure entertainment locations. According to the latest data, dozens of entertainment venues operate in the Paser area, ranging from nightlife spots to general public recreation sites. Through the drafting of these regulations, local authorities are expected to provide legal certainty for business operators while ensuring environmental comfort and public order for surrounding residents.
