Quang Ninh Province recently held an evaluation conference to review the progress of science, technology, innovation, and digital transformation throughout the first half of 2026. The event, chaired by the Provincial Party Committee Secretary, Quan Minh Cuong, along with Permanent Deputy Secretary Trinh Thi Minh Thanh, aimed to map out challenges while setting strategic targets through the end of the year.
During the first six months, Quang Ninh recorded significant progress in its digital infrastructure transition, moving from foundation building to practical application implementation. Various systems, such as paperless meeting rooms, cashless payments, and population database integration, have been efficiently deployed. The province also successfully attracted interest from high-tech companies and strengthened the startup ecosystem through a massive digital literacy movement among the public.
However, amid these achievements, a crucial obstacle remains in the standardization of the land database, which is deemed to be moving very slowly. The local government has now been instructed to form dedicated teams at the ward/commune and operational zone levels to accelerate the data collection process. Project oversight will be tightened, with mandatory daily reporting of results.
The Provincial Party Secretary emphasized that innovation must be oriented toward solving urgent local issues. He instructed department heads to take full responsibility for any failures or delays in their respective work units. According to him, changing the bureaucratic mindset and having the courage to innovate are the main keys for Quang Ninh to maintain its position as a national development model.
To optimize effectiveness, the provincial government requires synchronization between central research and practical ground application. Future training and research programs must involve direct participation from local experts. This step was taken to ensure that every technology policy adopted is relevant to the real needs of the community and supports the sustainable acceleration of regional economic development.
