The strengthening of public service quality within the Ternate City Government continues to be promoted through the innovative "Wednesday Greeting" (Rabu Menyapa) program. In its latest implementation on Wednesday (July 22, 2026), the Regional Secretary of Ternate City, Dr. H. Rizal Marsaoly, SE., MM., directly led the assembly at the Ternate City Health Office to emphasize the importance of synergy and the effectiveness of public health services.
In front of structural officials, heads of community health centers (puskesmas), and state civil apparatus (ASN) in the health sector, Rizal instructed that every health service program must have measurable success indicators. According to him, clear evaluation standards are crucial so that the local government can map the tangible impact of services while identifying aspects that require continuous improvement.
Rizal likened the dynamics of bureaucracy to a modern football match. The key to organizational success does not rely on a single individual, but is the result of solid collaboration between elements according to their respective roles. Therefore, synergy between the head of the office, hospital directors, and health workers in the field is the primary asset for the success of the work program of Mayor H. M. Tauhid Soleman and Deputy Mayor Nasri Abubakar.
The "Wednesday Greeting" program is planned to continue rolling out to various other Regional Apparatus Organizations (OPD), including the Regional Civil Service Agency (BKD), the secretariat, and reaching outer districts such as Hiri and Moti, as well as educational institutions in Ternate. This step is being taken to strengthen internal communication and enforce employee discipline thoroughly.
After leading the assembly, the Regional Secretary, accompanied by related officials, immediately inspected the facilities at the Bahari Berkesan Health Center. The field inspection aimed to directly monitor the readiness of the infrastructure and hold discussions with medical personnel to ensure that health services run responsively and optimally in addressing residents' needs.
