The Ministry of Health (Kemenkes) emphasized that medical and healthcare workers have the right to stop health services if they become victims of intimidation, bullying, or inhumane treatment. This policy refers to Article 273 Paragraph (2) of Law Number 17 of 2023 concerning Health, which guarantees protection for the dignity and safety of medical practitioners.
The Director General of Health Human Resources at the Ministry of Health, Yuli Farianti, explained that this protection is crucial for maintaining the morale and integrity of healthcare workers on duty. According to her, healthcare facilities (fasyankes) must be at the forefront of ensuring a safe working environment free from violence, harassment, and bullying.
Furthermore, Yuli stated that this provision is also reinforced through Minister of Health Regulation Number 13 of 2025. Under this regulation, leaders of healthcare facilities are required to perform risk mitigation and provide full legal protection for their staff who face pressure or threats while carrying out their profession, especially in crucial service units such as the Emergency Room (IGD).
However, the suspension of health services is subject to strict exceptions. Medical personnel are not permitted to abandon their duties if such action risks hindering efforts to save lives or prevent patient disability in emergency situations. With a regulatory framework spanning Laws, Government Regulations, to Ministerial Regulations, the government is committed to ensuring the safety of healthcare workers across Indonesia.
