The Central Steering Committee for Science, Technology, Innovation, and Digital Transformation recently released comprehensive findings regarding 12 crucial obstacles that have been hindering the progress of the national research ecosystem. This identification covers a broad spectrum, ranging from the misalignment of strategic research directions with economic needs to rigid bureaucracy in the commercialization process of innovative products.

One of the main highlights is the weak involvement of the business sector in determining research directions. Until now, research tasks have been largely dictated by bureaucratic institutions, so the final results often do not address real market challenges. The absence of a binding legal mechanism between the state, universities, and corporations causes collaboration to often be a mere formality without real efficacy.

Lengthy administrative processes are also a scourge for innovators. Project approval procedures that take up to a year often stifle scientists' creativity. In addition, the lack of legal protection for researchers who fail due to objective scientific risks makes many afraid to pursue high-risk, high-reward radical breakthroughs.

On the commercialization side, the report highlights the shortage of experts in intellectual property (IP) and technology assessment, particularly for advanced sectors like artificial intelligence and semiconductors. The national technology exchange is currently deemed to function only as an exhibition space rather than an efficient market for patent trading or technology transfer.

As a solution, the government proposes a paradigm shift through a single-window digital mechanism, the establishment of an integrated technology catalog system, and strengthening the role of business as a research-commissioning entity. These steps are expected to form a smoother innovation chain and position the science and technology sector as a major driver of future economic growth in line with existing national mandates.
