The Bekasi Regency Government is initiating a revision of Regional Regulation (Perda) No. 3 of 2016 concerning the Operation of Tourism. This step is taken as a strategic effort to optimize the potential of the tourism sector while boosting Regional Original Revenue (PAD) through a more modern regulatory approach.
In the proposed draft submitted to the Bekasi Regency Regional House of Representatives (DPRD), a crucial highlight is the removal of the clause regarding the strict ban on nightlife businesses, such as discotheques, bars, nightclubs, and massage parlors. In its place, the regional government will implement a zoning-based regulatory mechanism referencing the Regional Spatial Plan (RTRW).
Under this new scheme, the operation of entertainment venues will be strictly limited to commercial, service, and industrial areas specifically designated for supporting activities and recreation. Conversely, such activities remain prohibited from operating in sensitive areas such as residential zones, educational facilities, places of worship, and healthcare centers.
Acting Regent of Bekasi, Asep Surya Atmaja, emphasized that this regulatory change is not an attempt to freely legalize nightlife practices. He stressed that the policy is intended solely to create order through more measurable spatial governance, with more detailed technical provisions to be outlined in a regent regulation as operational guidelines in the field.
