The Central Java Provincial Government is initiating a restructuring of the role and function map of regional hospitals. This strategic policy was taken as a follow-up to the enactment of Minister of Health Regulation (Permenkes) Number 6 of 2026 and the adoption of the Indonesian Diagnosis Related Groups (iDRG) system to increase the effectiveness of health services.
Regional Secretary of Central Java, Sumarno, revealed that this step aims to ensure each health facility has a specific role rather than merely pursuing hospital classification targets. This division of roles will later be regulated hierarchically, where regency/city hospitals focus on primary services, while provincial hospitals handle complex cases. Meanwhile, services that cannot be reached by local governments will be the responsibility of central government-owned hospitals.
This new system is expected to minimize patient overcrowding at primary referral hospitals by strengthening the competency of each health facility at the regional level. According to Sumarno, success in the health sector should not be measured solely by the high number of treated patients, but must be oriented toward promotive and preventive efforts to ensure the broad health quality of the community.
In addition to service aspects, the financial management of hospitals with Public Service Agency (BLU) status is also in the spotlight. Sumarno stressed the need for budget efficiency managed professionally along with the transition to an iDRG-based payment system. With this payment mechanism based on diagnosis groups, hospitals are encouraged to provide more measurable and efficient services without sacrificing health quality standards for the public.
The implementation of this regulation is projected as an opportunity for Central Java to create a more targeted health ecosystem. With a clear division of functions, service overlaps and competition between health facilities are expected to be eliminated, making public access to quality medical services more optimal.
