Hundreds of people belonging to several Islamic mass organizations held a demonstration in Cikarang on Thursday (7/9/2026). This action expressed objection to the Bekasi Regency Regional House of Representatives (DPRD) discussing revisions to the Regional Regulation (Perda) on Tourism Implementation.
Protest coordinator Burhanudin Abdullah firmly stated their rejection of the planned deletion of Article 47 paragraph (1) in the current regulation. That article has served as the main legal umbrella prohibiting the operation of discotheques, nightclubs, karaoke lounges, and massage parlors in Bekasi Regency. Instead, they demand that the local government tighten sanctions against violators rather than facilitating the presence of entertainment venues through regulatory revisions.
The protesters' concern was triggered by the draft revision, which replaces the total ban with a zoning system. Under the new draft, nightlife activities are proposed to operate in designated commercial, service, and industrial areas. Although the draft also includes operational bans near residential areas, educational institutions, and places of worship, the crowd remains opposed to the zoning concept, which they believe could administratively legalize nightlife operations.
The revision process stems from a letter by the Acting Regent of Bekasi, Number 100.3.2/3902/Huk/2026, submitted to the DPRD in early July. This move is viewed by community elements as a threat to long-preserved social values. Burhanudin emphasized that the religious leaders (ulama) will continue to monitor this legislative process and are prepared to take further steps to ensure their region remains free from places they classify as locations of vice.
