The government has officially implemented Presidential Decree No. 192/2026/ND-CP as of July 15, 2026. This regulation establishes a special monthly allowance scheme for healthcare workers operating at the village, hamlet, and neighborhood levels, including village midwives serving communities in remote areas and ethnic minority populations.
This policy targets two main groups: healthcare workers focusing on primary medical services in residential areas, and village midwives responsible for maternal and child health in regions with specific geographical or economic challenges. This step is taken as a token of appreciation and to strengthen front-line healthcare operations.
The allowance amount is based on a proportion of the base salary, taking into account the scope of the work area. Workers serving in areas with 350 households or more, remote areas, or settlements with over 500 households are entitled to an allowance equal to 0.7 times the base salary, or 1,771,000 VND per month. Meanwhile, workers in other areas will receive an allowance equal to 0.5 times the base salary, or approximately 1,265,000 VND per month.
Funding for this program is allocated through local budgets in accordance with legal provisions. Provincial People's Committees are authorized to adjust the number of healthcare personnel and allowance levels based on local socio-economic conditions and fiscal capacity, provided the support level does not fall below the minimum standard set by the central government.
