During the first six months of 2026, law enforcement efforts against smuggling, trade fraud, and the circulation of counterfeit goods in Hanoi yielded significant results. According to data from the Municipal Steering Committee 389, authorities successfully processed 9,922 violation cases, representing a 16.16% increase compared to the same period in the previous year.
Deputy Director of the Hanoi Department of Industry and Trade, Nguyen Kieu Oanh, revealed that the perpetrators' modus operandi is becoming increasingly sophisticated. In addition to conventional channels, illegal practices have now massively expanded to e-commerce platforms and social media. Perpetrators utilize live streaming features and anonymous accounts to market counterfeit goods or products of unclear origin, complicating on-site verification processes for authorities.
The enforcement results include handling 1,611 smuggling cases, 1,610 intellectual property rights (IPR) violation cases, and 6,701 commercial fraud cases. In addition to providing a deterrent effect, these operations successfully generated over 1.6 trillion VND in state revenue and brought 147 cases to court, with a total of 201 suspects processed.
Facing these challenges, the Hanoi Steering Committee 389 is committed to integrating information technology as a primary surveillance tool. This strategy includes digitizing supply chain tracking and inter-agency collaboration for the early detection of illicit goods, especially in sectors directly affecting basic needs and public health.
Moving forward, the Hanoi Municipal Government will tighten supervision at crucial nodes such as logistics warehouses, wholesale markets, and e-commerce distribution centers. This step is balanced with a policy of transparency and accountability for operational unit leaders, aimed at preventing the involvement of rogue actors in trade violations that harm consumers and the legitimate business ecosystem.
