The Vietnamese government has officially stressed a paradigm shift in national science and technology development. Speaking at an evaluation conference on the implementation of Resolution No. 57-NQ/TW, General Secretary and President To Lam emphasized that strategic technologies must no longer remain confined to laboratories, but must be translated into tangible products that deliver economic and security impacts for the nation.

The primary focus of mastering these technologies encompasses ten crucial fields, including artificial intelligence (AI), robotics, semiconductors, biotechnology, and marine technology. According to To Lam, mastering these sectors is not merely a development option, but a necessity to guarantee strategic autonomy and national resilience amid intensifying global technology competition.

In line with these directives, Vietnam's Ministry of Science and Technology has processed 28 domestic strategic project proposals and 39 international cooperation projects. Deputy Minister of Science and Technology Bui Hoang Phuong targets that several products, such as AI-powered cameras, autonomous robots, and domestically innovated vaccines, will enter the market by 2026. This marks a transformation in the standard for research success, which is no longer measured by the number of scientific publications, but by the effectiveness of commercialization and the practical value created for industry.

This step is also accompanied by the harmonization of domestic regulations with international standards to enhance the competitiveness of Vietnamese products in global markets. In addition, international collaboration strategies are now more focused on knowledge and expertise transfer to boost domestic capabilities. Although some complex technologies like satellites require a long-term roadmap up to 2030, the government's commitment to turning research into an economic growth driver remains a top priority to achieve national digital independence.
