The Regional House of Representatives (DPRD) of DKI Jakarta is pushing for improvements in the coordination mechanism for issuing business permits in the capital. This step follows numerous public reports regarding business establishments opening in residential areas that are deemed inconsistent with land-use zoning and have escaped local authority oversight.
Deputy Speaker of the Jakarta DPRD, Basri Baco, highlighted constraints arising from the current Online Single Submission (OSS) system. According to him, although the Business Identification Number (NIB) is issued by the central government, the Building Approval (PBG) process for the business sector must involve local governments to ensure compliance with regional spatial planning.
Baco stressed that involving sub-district heads (lurah), district heads (camat), and mayors in location verification is crucial to preventing potential social conflicts in the future. He cited the case of a restaurant in the Menteng area whose presence sparked controversy because it was located in a functionally designated residential area, not a commercial one.
In addition to spatial planning issues, the PBG document is viewed as a vital instrument for ensuring building and worker safety through the Certificate of Occupancy (SLF). Without strict coordination, there are concerns that business owners will rely solely on old building permits (IMB) that are no longer relevant to modern business operations.
In closing, the DPRD appreciated the performance of the Investment and One-Stop Integrated Services Agency (DPMPTSP) as the forefront of investment in Jakarta. The council hopes that public service quality will continue to be enhanced to provide legal certainty for investors while maintaining the comfort of all Jakarta residents.
