The Asset Recovery Agency (BPA) of the Attorney General's Office of the Republic of Indonesia (Kejaksaan RI) has officially developed its latest digital innovation, the Risk Intelligence System (RIS). This IT-based smart system is designed to address law enforcement challenges in the digital era by integrating various data sources into a unified Data Lake connected directly to a real-time Executive Dashboard.
This strategic move was presented directly by the Head of BPA, Dr. Patris Yusrian Jaya, S.H., M.Hum., during a Focus Group Discussion (FGD) titled "Application of Risk Management in the Asset Recovery Process" in South Jakarta. The discussion underscores the commitment of the Attorney General's Office to strengthening good governance and creating efficiency across the entire chain from asset tracing to resolution.
In his address, Patris emphasized that mitigating legal risks must not be done partially but must be integrated across all asset recovery business lines. As a new operational pillar, BPA initiated the Enterprise Asset Recovery Risk Management System (E-ARRMS). This framework leverages Artificial Intelligence (AI) technology to analyze and project the success rate of asset execution in the field.
To accelerate this transformation process, BPA has established four national priority agendas for immediate implementation. First, preparing legal mitigation steps to anticipate the passage of the Asset Forfeiture Bill, particularly regarding Non-Conviction Based forfeiture mechanisms. Second, drafting specific handling standards to trace and seize digital assets, such as cryptocurrency and virtual properties.
Third, BPA is promoting human resource competency development through risk management certification for prosecutors and evidence administrators. Fourth, strengthening Mutual Legal Assistance (MLA) instruments to cross international jurisdictions when pursuing corporate assets abroad. Through these measures, BPA aims to shift the law enforcement paradigm from the passive custody of seized assets to the accountable management of public-value portfolios.
