The Pontianak City Government is drafting strategic steps to optimize Local Generated Revenue (PAD) by maximizing the potential of regional assets. This effort is strengthened by a new legal framework after the Pontianak City Regional House of Representatives (DPRD) approved three important Draft Regional Regulations (Raperda), namely regulations regarding Regional Property, BPR Bank Pasar of Pontianak City, and Regional Taxes and Retributions.
The approval was officially agreed upon during a plenary session of the Pontianak City DPRD, which was coupled with the signing of the General Budget Policy and Temporary Budget Ceiling Priorities (KUA-PPAS) and the delivery of the KUA-PPAS speech for the upcoming fiscal year.
Mayor of Pontianak, Edi Rusdi Kamtono, revealed that one of the crucial points in the regulation is the adjustment of retribution tariffs for the use of government-owned public facilities, including sports facilities and other productive assets. This step was taken so that the contribution from the utilization of regional facilities can have a more measurable positive impact on the regional treasury.
According to Edi, limited land in the Pontianak City area requires the local government to be more creative in managing existing properties. Several potential assets, such as markets, hotel land, and shophouses, will be prioritized for optimization to generate alternative revenue.
Furthermore, he mentioned that several land utilization agreements with third parties through Building Use Rights (HGB) will soon expire between 2026 and 2027. One of these high-value assets is the former Santika Hotel area, which is currently undergoing a contract extension proposal by investors to be put back into operation.
In addition, the Pontianak City Government is also seeking the best solution to improve the management of the parking building, which is deemed not to have contributed maximally. The local government stated that they are highly open to investors wishing to propose mutually beneficial business-based partnerships to revive the facility's function.
