The government continues to accelerate its bureaucratic reform agenda by carrying out a major streamlining of various administrative procedures and business requirements deemed to hinder economic growth. This strategic step is carried out through the implementation of several key resolutions focused on national data integration and the digitalization of public service processes across administrative boundaries.
As part of the socio-economic development roadmap for the 2026–2030 period, the government is now implementing a strict decentralization policy. All ministries and state agencies have been instructed to cut central-level procedural burdens to below 30 percent of total existing regulations. This ambitious target is expected to reduce processing times and administrative compliance costs by up to 50 percent compared to 2024 data.
As of mid-June, this policy has yielded concrete results, with the elimination of 697 administrative procedures and the simplification of 673 others. In addition, 1,754 business requirements deemed irrelevant have been officially repealed. This move is projected to generate compliance cost savings for businesses worth 23 trillion VND annually.
The effectiveness of this program is also evident in regional achievements, where 411 administrative procedures were successfully simplified by the end of May 2026. The government is committed to ensuring the sustainability of these reforms through amendments to 312 legal documents—ranging from laws to ministerial circulars—targeted for full completion before March 2027 to create a more transparent and efficient business ecosystem.
