National Assembly Chairman Tran Thanh Man, in the opening of the 4th session of the National Assembly Standing Committee, emphasized the urgency of accelerating the national legislative agenda. One of the main focuses is the Government's plan to amend the Housing Law and the Real Estate Business Law using a simplified procedure mechanism at the first extraordinary session, scheduled for August 2026.
In his directive, Tran Thanh Man requested relevant agencies to immediately finalize administrative files and complete supporting documents. He stressed that the legislature would not tolerate delays in document submission caused by subjective factors. Quality and timeliness in the legislative process are the main highlights so that the resulting policies can immediately have a positive impact on the stability of the national property industry.
In addition to discussing property regulation revisions, this session of the National Assembly Standing Committee is planned to cover discussions on 24 draft laws and other strategic resolutions. The National Assembly Chairman also highlighted the importance of synchronization between laws and regulations and implementation in the field. He reminded relevant ministries to evaluate the effectiveness of power decentralization and clarify the responsibilities of each agency to avoid regulatory overlaps post-enactment of the new rules.
Furthermore, Tran Thanh Man highlighted administrative obstacles in issuing law implementation guidance documents, which are deemed still slow. He specifically requested clarification regarding obstacles in the development of international financial centers in Ho Chi Minh City and Da Nang, which still face operational hurdles despite being approved since last year. He urged for stricter bureaucratic discipline so that the national development agenda remains on schedule as established.
