The Pekanbaru City Government (Pemko) is currently conducting an in-depth study to revise Pekanbaru City Regional Regulation (Perda) No. 3 of 2002 concerning Public Entertainment. This step comes in the wake of widespread operating hour violations by nightlife business operators in the region.
Under current regulations, all nightlife venues are restricted to operating only until 10:00 PM WIB. However, reality on the ground shows that most businesses only begin their peak activity after that hour, rendering rule enforcement ineffective and largely ignored by industry players.
Head of the Pekanbaru City Public Order Agency (Satpol PP), Desheriyanto, acknowledged that current regulations are no longer relevant to the operational patterns of the modern entertainment industry. According to him, a revision is necessary to create realistic rules, without intending to grant excessive leniency to business owners.
"We recognize that the entertainment sector contributes to regional tax revenues and job creation. Therefore, regulatory adjustments are needed to strike a balance between legal certainty, optimization of Regional Original Income (PAD), and public order," said Desheriyanto on Saturday (7/11/2026).
Although the revision process is currently underway, Satpol PP emphasized that field supervision will remain strict. The Pekanbaru City Government ensures that any violations occurring before the new rules are enacted will still be dealt with according to existing mechanisms in coordination with relevant regional apparatus organizations (OPD).
