The Tuban Regency Government has begun drafting strategic steps to improve the quality of public services by prioritizing the healthcare sector in the draft 2027 budget. One of the flagship programs proposed is upgrading the status of Community Health Centers (Puskesmas) to inpatient facilities at the sub-district level.
This plan was agreed upon during the Plenary Session of the Tuban Regency Regional House of Representatives (DPRD) which discussed the Draft General Budget Policies and Temporary Budget Priority Ceiling (KUA-PPAS) for the 2027 Fiscal Year on Monday (3/8/2026). On this occasion, the local government also submitted an explanatory memorandum regarding the Draft Revised KUA-PPAS for the 2026 Fiscal Year.
The Regent of Tuban, Aditya Halindra Faridzky, explained that the upgrading of these health center facilities aims to address the real needs of the community in sub-district areas. Until now, the limitations of outpatient services at community health centers have often forced patients with mild medical conditions or those requiring only brief observation to be immediately referred to hospitals.
With the availability of inpatient services, patients with mild to moderate illnesses can be treated locally until they recover. Meanwhile, chronic or emergency medical cases will still be referred in accordance with applicable procedures. This policy is expected to not only facilitate residents' access to treatment but also contribute positively to Local Genuine Income (PAD).
The implementation of this upgrade program will be carried out gradually and selectively. The local government is committed to conducting in-depth studies regarding the readiness of supporting infrastructure, land availability, and fulfillment of the number of medical personnel in each health center area.
