The Ministry of Agriculture and Environment is accelerating the completion of a series of strategic tasks related to the development of science, innovation, and digital transformation. By early 2026, the ministry has successfully completed most of the priority agendas listed in Resolution 57/NQ/TW, with a primary focus on institutional reform and the construction of an integrated national database infrastructure.
During the inaugural meeting of the Steering Committee, it was revealed that the ministry is responsible for the development of 12 to 13 key databases. As of March 2026, connectivity progress has reached the initial stage, where crucial information systems such as the national land and geographic databases have begun to sync with the C12 National Data Center. This integration is considered vital to overcome data fragmentation that has historically hindered public service efficiency and policy-making.
Permanent Deputy Minister Trinh Viet Hung emphasized the urgency of digitalizing land data. With an estimated 100 million land parcels nationwide but only 64 million currently well-documented, the ministry aims for full completion of the land database by the end of 2026. This effort will involve cross-sector coordination, including collaboration with the police force to ensure the accuracy of field data.
Minister Tran Duc Thang asserted that effectiveness is the main benchmark in every aspect of this transformation agenda. He stressed the need to evaluate more than 200 ongoing tasks to ensure each step provides real added value to national economic growth. Funding openness for scientific research has also been secured, noting that budget allocation must be based on targeted strategic needs.
As a commitment to accountability, the ministry will implement a strict monitoring system for the performance of each work unit. Obstructive administrative procedures will be cut, while the delegation of authority will be optimized to accelerate the transformation process. Failure to meet targets within the set deadlines will result in a review of administrative responsibility for the units and individuals involved.
