Commission II of the Tegal City Regional House of Representatives (DPRD) has taken a decisive step by requesting the suspension of operations at the Helen’s Night Mart nightclub, located in Sumurpanggang, Margadana District. This decision was made following a closed-door working meeting between the legislature, the Investment and One-Stop Integrated Services Agency (DPMPTSP), and the Tegal City Cooperatives, MSMEs, and Trade Agency on Thursday (2/6/2026).
The Chairman of Commission II of the Tegal City DPRD, Zaenal Nurrohman, stated that his party found discrepancies in the licensing procedures for the business managed by PT Anak Muda Tegal. Although the business operator had registered through the Online Single Submission (OSS) system under the classifications of restaurant, performing arts, and bar activities, the permit for bar activities has not been officially verified.
Zaenal highlighted the weaknesses of the OSS system, which is deemed too loose because it allows business operators to obtain permit status simply by filling out a questionnaire without physical verification of evidence. This has become crucial given the conversion of the building from a hotel into a nightclub, which should require an in-depth review of the Building Approval (PBG) documents.
Responding to the concerns of the local community, Commission II is committed to conducting a technical review regarding licensing and building functions. They will also immediately coordinate with the Central Java Provincial Government to ensure the validity of the bar activity permit, given that verification authority lies at the provincial level.
Furthermore, Zaenal emphasized that although Regional Regulation (Perda) No. 5 of 2025 on Tourism does not yet specifically regulate nightclubs, there is a clause that grants the government the authority to reject business licenses if they are proven to cause negative impacts and disturb public order in the surrounding environment.
